Japanese Imperial Decoration announced for John P. Cogan, Jr. Former Legal Counsel of the Consulate-General of Japan in Houston

On November 3, the Government of Japan announced the Japanese Imperial Decoration recipients for fall 2022, which included Mr. John P. Cogan, Jr., former Legal Counsel of the Consulate-General of Japan in Houston. He will be awarded the Order of the Sacred Treasure, Gold Rays with Neck Ribbon, in recognition of his valuable contributions to the activities of the Japanese overseas establishment.
Mr. Cogan, a Houston lawyer, served as Legal Counsel for the Consulate-General of Japan in Houston for 38 years (1984-2022). In that role, he provided or supervised the provision of legal advice regarding the operation of the Japanese Consulate in Houston. These services covered areas such as consular law, property law, contracts, and employee relations. In addition, he and his team defended the values of the Consulate and its officials in legal proceedings.
Mr. Cogan also contributed to the promotion of Japan-Texas relations generally. For example, in the 1980’s, Mr. Cogan represented the foreign bank consortium, led by Japanese financial institutions, in passage of the Texas Foreign Bank Agency Act which enhanced the ability of Japanese and other foreign banks to provide financial services to Texans.
In more recent years, he worked with JETRO (Japan External Trade Organization) and various private clients to promote Japanese investment in the United States as well as United States investment in Japan.
This decoration also represents the appreciation of the Consulate-General of Japan in Houston for Mr. Cogan’s extensive service, which ended in March 2022. The conferment ceremony for Mr. Cogan will be organized next year.
